All of the contractors that I know would never pull a permit for any job unless the city knew about the work or the customer wanted a permit.

They have real cheap options and if your measurements are not standard or are old they are cheaper than custom ordering from the big box stores.

This has a whole host of advantages and disadvantages, but it keeps the ability to design a custom deal for each project.

I'm not factoring in utilities in these.

Call your title company and ask for customer service and ask for a printout, map and deed and ask them what the last recorded mortgage was for.

You’re not simply getting the latest rates as “quotes” but rather a customized financing proposal based on your specific request.  

@Rob K - you know that they can do things like hook-up utilities in an illegal manner, for example. :)
