Usually it's the sheriff that is involved, if they haven't left by the court date you then proceed to the posting which the sheriff does and it gives them 24 hours from the time the sheriff posts the notice to when he comes back and permits landlord to open the door, some times you have to drill the lock,, you should have a new lock set to put back on,  the sheriff gives them like 15 minutes to grab stuff and then gives landlord opportunity to change the lock.. any stuff is inventoried with sheriff and landlord is required to store it, per state guidelines..

You will be held liable if someone is killed or injured in a fire so your only options are to either make the basement legal or lock it off so the tenants can not use it.
