Tenant access to Utilities?

I have a quick question regarding my home. I am in the process of converting from electric heat to gas. I am changing a big closet to a utility closet. However, this closet is on my first floor and only my first floor tenant has access to it. I live upstairs and will not have immediate access to it. Of course, I have copies of keys and can easily get in, if I needed to.. My question is this - long term I am going to rent both floors out. Legally, do both units need access to the hot water heater and furnace? Do tenants even need access to them? I don't really see a need why they would, but I wasn't sure from a legal standpoint.

I am in Mass.
