Is the process to raise rents complicated for section 8?

However the units are currently underpriced for the surrounding area and will allow as much as 35% return on the initial 100K "if" rents are raised. 

He asked me how he would go about raising the rent, and possibly converting the lease to a paper contract agreement.So my question to you is the same.
