Lots of "cash buyers" have several partners and can not access the cash as quickly as a regular, real cash buyer.

Are you asking if you should pay the difference between the regular water bill and the bill after it started leaking.If it were mine (and it was a leaking pipe--not fixture), I would cover it. 

I believe successful investors practice their craft regularly allowing them to gain more experience, confidence, and opportunities as a result.

Remember the area must be used "Regularly and Exclusively" for business. 

If I didn't already have contractors that I have worked with for years, the ONLY way I would consider hiring new ones would be via referrals that I trust and can verify.If you regularly attend REIA club meetings, just ask members who they have had success with on a repeat basis. 

Do you have regularly scheduled meetings (Yearly/Quarterly/Monthly)?

You should start conducting regular inspections to check on this behavior.
