My understanding is that GENERALLY (I think there are other situations) I am only allowed to deduct interest if the proceeds are used to make improvements on the original property and cannot deduct the entire amount until the improvement are actually made.

They're probably offering to sign a 5 year lease, because they want to lock in their rent before the improvement is made.As said above, there's really nothing preventing tenants from just breaking leases, beyond their own sense of morality.
