It's clear that you have a good heart and want to give the old tenant back her stuff, but where was she when you had to remove all of her stuff on your time.If the tenant really wanted her possessions, she would at least took anything of value with her.

Personally, I wouldn't want to let a tenant walk because of a hurdle such as that and many times prospective tenants have their heart set on a property.I think the problem is a combination of both the cost & the fact that it's very "user unfriendly".
