Considering that there was NOT a leak, we did not spend money to pay a plumber to come out to say that there isn't a leak.  

There had already been some minor leaks that had been repaired in the past so figured this was something I should do sooner than later.

However from the initial call with the plumber who responded to the call the leak is between the street and the main city water line and the house and most likily right outside the house.  

You are buying from someone that barely keeps the toilets and sinks unclogged and maybe repairs an appliance or fixes roof leak, once in a while, when it gets real bad. 

Overtime they work themselves out due to expansion and contraction of the metal(Leak areas!).

The Issue At Hand: I got a call from the downstairs tenant stating water had been leaking from the ceiling and onto her bed. 

@Shardae Young I would also suspect a leak.

These require a little more maintenance than a fixed shower head, though - eventually the hose leaks, and sometimes little kids might try to swing from the loop of the hose.
