I would start right now with Weed and Feed fertlizer, it contains herbizides that will start killing weeds and give the grass space and sunlight to grown. 

Sorry I couldn't provide more insight to your exact situation, but I am always overly weary of falsely assuming things like this are consistent across different markets (probably because I hate being wrong LOL)

The long board is the Howard Restor-a-finish and the big square is the Howard Feed-a-wax (and the middle is both)  I am going to take another picture tomorrow but I think this could be a life saver

Is this consistent over a 3 year period, or was the lagoon and other capital improvements to blame?

Marketing needs to be consistent, so whatever marketing you are doing it must be consistently.

You have not included enough detailed information on the specific numbers for anyone to give any reliable feed back.

For example if you have one main gas line that runs through out the building and smaller lines branch off it to feed one unit which then feeds another unit and so on.

If, however, your rehab consists of paint, carpet, appliances, kitchen and bathroom remodeling, you can do that yourself and present receipts or invoices to Lender to have repair escrow funds released.Hope that helps!
