Orlando was ranked number 1 in some article I read.

The City of Philadelphia is now addressing this issue and plans on a multi-armed plan to disperse the poverty and hopefully see a drop in the concentration of drug use and crime in that area starting January 2019 (see this article from October- https://billypenn.com/2018/10/18/kensington-homele... ).I'm researching that area now in hopes that it will slowly shift into it's Northern Liberty Neighbor.

I also read an article about the decline of Frankford and it really did turn me off, but I'm still going to check the area out for myself.
