Minnesota Gov. Shutdown? Would Section 8 still pay?

The article says that the Minnesota state government is facing a shut down. I would assume that means that section 8 rent would not be paid tot he landlords. If so how is the landlord allowed to respond legally? Can the landlord evict for non-payment?
