A seasoned landlord will be much better equipped to either tell them flat out "no" to having them on-site, or ignoring their protests because "Hey, it's not my house.

I'm not sure how they do things in Illinois, but I'm guessing that any deadline to protest the 2015 property taxes has already passed.I'm also not understanding how you're coming up with $48,000 in personal property when the examples you cite are carpet, dishwasher, lighting fixtures, AC units, etc.

We always put all the adults on the agreements unless they really protest and it seems reasonable. 

Also the owner could be using a tax protest service like many of us do here in the area. 

If you falter in any way shape or form, you create a "loop-hole" and a Judge can use that "loop-hole" against you if a Tenant protests your actions.  

Just pray they don't protest using a pauper affidavit or it can drag on. 

But a rental inspection proposal in my area was defeated because people showed up to protest.
