If the banks find out that these companies are not complying, that could mean big trouble for them.I haven't run into any companies at this point that will allow an unlicensed individual to pull comps, take the photos or give their opinions.

Basically, you need to have the unit and any common areas that will be accessed by the tenant deleaded to comply with the laws.

The reason is fairly logical: the LLC can only act through flesh-and-blood people and the people are responsible for complying with the law.
