If you find a property that needs substantial rehab, you can do a renovation with a VA loan to cover the costs as part of the purchase.   

If it seems the project will cashflow at that time, it's probably a safe bet. 

But as this is my first home purchase and I’ll need some liquid cash on hand for renovations, competing against all-cash offers, plus their willingness to pay well over comparables in the area, is challenging.

This is doable however my time to find, procure, and renovate rentals is very restricted due to my life on active duty.When looking strictly at the numbers a mortgage provides a better CoCR and a better ROE, but stepping back and looking at more plain facts it seems like leaving the house paid off is the best bet, thoughts? 

I have a hard money lender willing to work with me but I have to start with a small project.
