Often times, there will also "specific plans" which designate specific intentions or strategies for particular areas within a city too. 

It is surprising how few times tenants "intentionally" trash a house.

I suggest you offer them a "Letter of Intent" just so you can lock the seller into the temporary agreement.

Apartments do have more people who move in with the intent of only being there a relatively short time; Students, Divorce, first apt, etc.

Hi Jennifer, The most important issue first is that you are buying the property with the intent to rehab/fix and the sell (flip). 

Her offers were rediculous the and we had no intention of selling.  

We had intentions of long term making our property into a SFR but through BP and networking we have since decided to renovate to sell so we can purchase a MFR.
