I use google search trends to gauge where a local market may be in the business cycle and see Fishtown similar to how Brooklyn was for NY around 2003/2004.

I would search them out to give you guidance on how to do this.

Plus a lot of the small operations leave a lot to be desired when it comes to the bank's tech and things of that nature.

And if you've documented your bank's desire to see this in place  before then you've strengthened your case even more.
