I have REI meetup coming up in the City next week.

As a real estate broker in New York (where inventory moves quickly and it is difficult to buy at steep discounts), most times it is not worth it to go around putting in lowball offers for my clients mainly because the market moves quickly and also because it wastes everyone's time.   

@Mike Cumbie that's might be New York thing - why do you protect your seller by not letting Buyer to see the property again?

Class A apartments are normally located in area of city closest to best restaurants, shops, etc.

Flipping in any major city requires a lot of money. in Boston you at 500k to get into a condo. then 1 million for house or multi if your lucky!

I have 2 cities in mind that could fit this type of investment. 

They just dropped the hammer on that market with a slew of regulations designed to stifle that market.My advice for most people is to look south of the city. 

The house has been vacant for a year and a half who knows what else you find (cracked foundation, drugs, look up police acitivity in the area) but if the house gets worse and is condemed by the city for being a hazard to the community he will get basically nothing for it.
