I own a lot of property in and around St Pete and while many areas of St Pete have been booming there are neighborhoods that are declining in the area too.  

The market is back and booming.

Sacramento is booming

Punta Cana appears to be booming and a good option.

On top of that, the island of San Diego has exhausted most of the buildable land within 10 miles of the coast, in the last RE boom ( Carmel Valley, Otay, etc). 

Big Sky is a boom town.

You're an investor, a money collector, not a property collector). 

I would just make sure the neighbors are not junk collectors.
