These buyer's are not the general public, they're savvy investors, and understand that when you email them about a CONTRACT that you're selling the contract and not the property.You can however use public advertising to attract buyer's to your list without advertising a specific property if you wish.

I don't think that advertising the eviction moratorium is in anyone's best interest.
