Is it possible for me to accomplish this?

The unknowns and many outsiders who do not understand what you are trying to accomplish.

What type of requests are you asking of them; are they legal in the area, can they be accomplished within the scope of the lease you inherited, is there a moratorium in your area, is the rent you want too high and beyond the market rate for the area or condition of the property? 

To accomplish this requires that the LL cannot simply terminate the lease if the rent gets below market.
