There is no reason for a landlord to be carrying any costs on a property if those items do not have a fixed monthly fee.If the service has a fixed cost, flat rate charge, the landlord can build it into the rent however if it is based on tenant usage the monthly cost should be billed to the tenant by the landlord separate from the rent monthly.

In addition to a couple of the items mentioned above, I also use Chase QuickPay if possible (free for tenant and me) or PopMoney (free for me and free for tenant if their bank partners with PM).
