There is no reason for a landlord to be carrying any costs on a property if those items do not have a fixed monthly fee.If the service has a fixed cost, flat rate charge, the landlord can build it into the rent however if it is based on tenant usage the monthly cost should be billed to the tenant by the landlord separate from the rent monthly.

For example:Property Manager issues end of yr statement with the following two line items - Management Fee $1000 - Repairs (PM contracted vendor) $1000 Should the 1099 be for $1000 or $2000?

In my experience, VA appraisals aren't any more stringent than FHA appraisals, but VA appraisers WILL generally look for repair items in addition to the appraisal.
