check your local ordinance as here it is 1.5 parking spaces per unit, also check the lease agreement if it does not clearly state 2 spot allowance then they arent entitled to it , so youll just want to negotiate that, but try and have the current owner do that as they already have a preexisting relationship and if you are moving in, the last thing you want is angry tenants next to you
