Regarding the exterior: the right color choices will give a drab dated brick the curb appeal that will attract attention to your property.

For a faith boost, seek to surround yourself with others who are doing it. 

I just don't think the addition would bring enough of a boost to the local economy, or really raise the quality of tenants that are in that area.   

Do the facia and trim in a crisp bright white, and the doors in a very rich, darker hue.Your real issue here is absolutely zero curb appeal.
