I was just curious of a few things though and was hoping the BP community could help me out.After bidding and winning on the second lien at the sheriffs sale, is it a simple process to get in touch with the first lien holder?

U.S. citizens can travel to and from Puerto Rico without a visa or even a passport.

Only downside is the note holder has to pay for it. 

@Adrian Smude perhaps a gift card to a new cool cafe or  perhaps a visa gift card that can be used anywhere. 

In my market we have HAs who give a single voucher holder their own bedroom, and some that do not. 

When a voucher holder gets garnished, SEC 8 does not adjust their required rent payment, and they will not be able to cover their bills until the garnishment is paid.  

If not, then hold out for a 4 bedroom voucher holder.  

with real estate, you need to put in more effort into finding the right property, crunching numbers, communicate with vendors stake holders, etc. there's a lot more work. 

With some loans, servicers may not even know who the current note holder might be as servicing payments can be escrowed, disbursed to multiple entities and assigned to accounts.
