Another option I considered is driving to Buffalo, NY to meet a US notary there, but I spoke with US-Customs+Border Patrol and they assured me that I will be denied entry because it's not essential travel.The only option I can think of is to fly into the closest US airport, but that seems like overkill.

Improvements / capital improvements normally need to be capitalized and depreciated.There are some exceptions if it falls under the de minimis safe harbor election.Whether rental losses can offset other income such as W-2 will depend on your MAGI(modified adjusted gross income aka income) or whether you can claim real estate professional status.
