Drainage Issue - Need advice!

I'm having a drainage issue at one of my rentals.  If they get a heavy rain, one side of the yard is holding water up against the house, and it's seeping inside the home.

Last year the PM installed an outdoor sump pump in the area to help move the water away, but that isn't adequate.  They have tried to seal the outside of the concrete, which also hasn't helped.

The latest tech that went out (see video) recommends a rubber sealant along the outside.

OK  well here in rainy Oregon its the law to have gutters in anything built in the last 40 years or so.. then you have down spouts that tie into rain drains that run into weep holes in your sidewalk and then the water goes down the gutters to the storm drain system. 

if you have no gutters or downspouts taking the roof water away from the foundation its going to puddle .. and of course depends on the soils etc.. 

Now a days in our market here for new construction they got away from draining to the street. ( save the Salmon) and so now we have to do on site containment.. this includes gutters to the downspouts that then tie into a line that takes the water to either an above ground rain garden. ( IE concrete box with plants that thrive in the wet. ) or like in my project in Canby OR  to the back yard were we have to dig a little mini drain field like you would  a septic system.. so water all drains from the roof to this little drain field in the back yard..
