Getting one on board without any confirmed work ready to go is hard.I would recommend signing up for HAPCO and DIG, two local Philly organizations where the members often share contractor referrals and recommendations.That being said, it's a tough time to get started because Philadelphia is a hot market so most of the GCs who are knowledgeable/reliable/affordable have steady work lined up already from repeat investors who they've worked with for years.It's still doable to find good contractors out there, so I don't mean to discourage, just know that you will have to go through a lot of ones that are sub par in multiple ways before finding ones you can rely on.

Another great option is the Mid-America Association of Real Estate Investors (MAREI) organized and run by @Kim Tucker. 

I haven't investigated other organizations.

I typically learn well when information is organized like it usually is in a classroom setting.

The majority of people on BP including myself are looking for ways to make money by investing in real estate and have no interest in finding ways to create affordable housing for the poor.That being said, If I wanted to do this I would do the following:Start a non profit organization which focuses on providing low income housing or eliminating homelessness some examples include: Center for Community Change, National Housing Trust, Enterprise Community Partners, National Low Income Housing Coalition, National Alliance to end Homelessness to name a few.I would then write up a proposal similar to a written grant proposal regarding how your non profit would like to bring affordable low income housing to Birmingham Alabama. 

If it's a larger organization, feel free to inquire about their different staff qualifications.2.
