Thank you Enrico Mariani I've been looking around Mid canton area I see some foreclosed homes that are around 10 grand but the surrounding houses according to zillow are worth 60.

I don't invest as heavily in what we call the "Lower Rio Grande Valley" (Brownsville/Harlingen/South Padre Island) as I do in the "Upper Rio Grande Valley" (McAllen/Edinburg/Mission/surrounding cities).

if the seller wont sign a release your contract may have a mandatory mediation clause. normally hiring an attorney over a few grand of EM is no a vaible option since the attorney will charge more than you will get back. 

I am on top of cleaning up all shrubs ,grass,weed overgrowth but my other neighbors are not and their overgrowth overflows into mine because the neighboring homes are less than 3ft awayand I don't have the capacity to clean up their mess and the lady as well as the muncipality convenienyly keep targetting my property for my neighbors mess and to be honest it's not a big deal in the grand scheme of things but unfortunately I am facing the brunt because of that miserable neighbor who instead of dealing with her own crisis is trying hard to be punitive on her neighbors, how should I best address this issue?

You can probably find an unlicensed guy to do it for about half or DIY for about a grand, but both of those come with their own risks.The only requirement is that it must have permanent heat.
