I don't know for sure that they are not internet savvy, but many of them don't own computers so I would doubt they spend a lot of time vetting a complex online.I could be wrong though...

The bill is highly likely to pass.I doubt seriously that many people understand the extent this legislation will effect the economy and how business is done.
