I assumed you properly already "Googled" your way through and through...But remember its public information, so if you ever run into a wall make a Freedom Of Information Request:http://www.knoxcounty.org/recordsmgmt/aboutpublicrecords.phphttp://www.comptroller.tn.gov/openrecords/index.aspAnd as far as I know it would be a traditional buy, you basically would buy at their agreed upon price and obviously pay the outstanding taxes on the property.

Since I started getting into self help and financial freedom books and podcast I’ve been saving money in a savings account for a year now so I have a decent saved up I’m just not really sure what I should do with it I’m stuck between investing in  low-cost index funds / Roth IRA / rental property’s I know investing in all would be great I’m just not really sure on the process
