Pre tax sale investing

I am trying to find out if I can get a list of properties that are being readied to be sold at the tax auction.

If I can start marketing to such owners that have outstanding tax liabilities associated with their properties,and can buy the properties before they go to tax auction, what paperwok is involved that relates the transaction to the taxes that need to be paid?

And if I want to assign these contracts, how would that be handled?
