No on knows if a person is motivated unless they spoke to them directly and maybe went to the property and had a face to face conversation.

You may alternately be able to apply to get the title yourself, but personally I would let someone tow it and deal with it.

I am a little confused by the direction of your question.  

Most of the calls we property owners telling me my check amount was well below what they would sell their property if they were interested in selling which they weren't.We are disappointed and don't know which way to go with our Direct Mail marketing!

I do know they open up the application window periodically for folks to apply but that there is not a list available to the public/landlords.  

I am 100% Disabled veteran so i don't pay property taxes, God I love Texas, but will that apply to the second home too?
