Could the landlord get nailed with a huge water bill if a tenant decided to leave the water running all month?

This has gone to court in my area, and granted, it never came out until some investor squeeled and cried, but the company/investor/ scam artist, was nailed every time.I think sending an invitation to a group of attorneys might be a really bad idea.The regulations exempt sophisticated investors, those with a net worth of 1M or more I think is still the cutoff.
