Unless you will be coming into sufficient funds (in the near future) to retire a larger HELoC balance than minimum downpayment (10K to 40K, assuming a residential property, and depending on whether the mortgage is insured and the number of units (1-4) in the  property) - or, perhaps, in excess of the minimum downpayment and the maximum prepayment allowance of the mortgage - you would be better offer minimizing the funds at the higher interest rate.

Unfortunately, Ohio (where I live and invest) requires interest be paid to the tenant on security deposits in excess of 1 month's rent.
