@Justin Pierce I have a good painter and a property services company I just used earlier this year that were the best quality and value I could find.

I have asked the status of the security deposit again on 6/3/2019 via email, and now landlord says quote in the email "We tried to wipe down and clean the walls, but unfortunately in the end we had to hire a painter to come in and paint the boys rooms, hallways, family room, and downstairs which alone cost $2,000.

If their request is for interior painting, consider a written agreement that they will have all walls cleared of their personal items (pictures, shelves they've put in, etc.) with the date range, adding in several days for delays, all personal belongings moved into the middle and covered, all at their expense, and that neither you nor the painters if you're hiring out will be liable for any damage to their personal property. 

So I want to hire those painters that will pay me a $1000 to get to the $5000 budget for paint and floors.

My realtor, my painter, my lawyer, my plumber,...doesn't matter, they wont' work with people who don't pay them what they are worth.

I sent her a note this afternoon and she’s read it but not responded that said I need her to move out by Sunday because I have painters coming Monday.

Similarly the SFH we just rented to the Veterinarian was shown before the cleaners, painters etc etc did their thing & they also have no problem moving in while we are away. 

May even be able to prime and paint, or have owner hire a painter.

@Eric Kulling if it's from the walls IE a smoker living in the unit and smoking indoors for extended periods of time try a professional painter, killz paint should fix the issue.

And landlords cannot deduct the value of their own labor, where a pro painter's cost will be.
