So your first decision would be do you 1)  want to actively invest , meaning get out there & hustle - generate leads, pound the pavement, cold call, aka "marketing" and then bring those deals (because you've learned how to determine what are leads vs. what are deals regardless of asset class) or do you want to 2) be the one whose desk the deals come across and you make the decision is this where you should park your capital because it meets your criteria (a passive investor).Again, as Scott K asked, "why?".

I'd focus on their transportation first and ease every restriction so more housing stock can be built.Brian prime example of what your talking about is in CA for new subdivisions they want 60 foot right of ways with 40 to 45 feet of pavement curb to curb..
