Trout and salmon are exclusive to fresh water, so I don't need to fish in deep open ocean waters.

It is common to acquire property without proper written rental agreements, you just start fresh by terminating everyone's existing or non-existing tenancy at the earliest lawful date, giving them the opportunity to complete an application and substantiate why they should continue to rent from you, on your terms, or alternatively, giving them 60 or even 90 days to vacate on a pro-rated basis, no cleaning required.

I wouldn't make a low-ball offer on a fresh listing unless you want to leave it open-ended which I wouldn't recommend. 

Tim,  I agree that at this time would just think about what living situation you prefer, as your plan is to live there for at least some amount of time....commute time (if you have a good idea where you may be working), do you want a larger yard for garden, dog, etc., prefer a newer home (as downtown Madison with older housing stock, you can run into various surprises still with knob and tube wiring popping up, old plumbing--I personally had to break out basement flooring and replace an old clay drain line with pvc that had cracked and constantly got tree roots in it), move in ready or ok doing some level of updating/rehabs and if you'd be up for a multi-unit. 

They leave in 30 days, then you start fresh.

It's amazing that replacing hardware and some fresh solid paint can do wonders for the look/sturdiness of cabinets! 

Besides security deposits do they have utility deposits and unpaid sub contractors like gardener/ locksmith...Change every lock.

That is much worse than a fresh water leak.
