The problem is that with such a low all in cost, you really don't have much of a budget to rehab, and at 35K it's either in a terrible neighborhood or needs a gut job which you can't make any money on.

For raw land development you just need to budget for a whole lot of soft costs before you get going, I actually help with the biological/environmental phases of raw land development, so I can you that it's tough to develop raw land.

rehab estimates have gone way over budget in the past... vacancies are taking 4-5 months to fill etc...I am coming to the BP community to see if there are any "good" property managers that any of you have used in the area.

I am budget-minded so what about bright curtains in the big windows to contrast with the plain white front?  

If you think you can swing it without their expertise, then that's fine, but you will have a learning curve, so budget with some extra padding.
