@Arun GokhaleI am also new to syndication deals and have found one of the best resources thus far in getting started being the information that @Michael Blank puts out on BP (just search his name and his articles will populate) and also check out his website http://www.themichaelblank.com/ He does a great job of walking through all of the steps from analyzing deals, networking, finding leads and closing deals.

@Edward B.This sound nice and all but - why would anyone who owns the Multi relinquish it to another when the profit is then going to that person.I see more to read on the web site....I'll do that and maybe the light bulb will illuminate. :)

I have read a lot of material and typically to get information on the tax lien sales or tax deed sales google search for the tax assessor or treasurer's website of the county you are interested in. 

It's more natural and better marketing wise to create a descriptive image that evokes an emotional response.You can see examples of these principals on my website here.

I would suggest you visit the va website to get some clairification but I think you will have to call.Before you do that I would ask a good mortgage broker, your accountant and lawyer.
