In some places you can view the CO online.So, if you received a copy before closing and didn't check that is was a 2 unit versus a 3, or that permits were requested but not closed properly, then that's a due diligence problem.

Anyways, we did not find this out until the contractor had gone back to do some work that the buyers had requested as a part of the offer to purchase, and by then the damage had already been done.

Mail it to his "address"(e.g, your property/ his rental) and include "return address requested" on the letter and if it comes back to you , then you he not leave a forwarding address and if it does not come back to you you have done your duty to notify him.
