They are very concerned about getting the estimate for the water bill right, but have given little consideration to capex items like a new roof, new plumbing, a new kitchen, windows or driveway. 

We started testing plumbing and utilities in upper units to find massive plumbing issues throughout the building.

A lot of those things could get by with one or two public restrooms(minimal plumbing), and solid electrical.  

Might cost a bit less if you're going to do all the work yourself, but may still need electricity, plumbing, etc. 10k seems like a very low estimate on that front.

The cost for construction are not substantially different assuming that the studios are built next to each other and the plumbing is close.
