Should I close on this duplex in Ednor Gardens?

I have a 120K duplex under contract for 108K in Ednor Gardens Lake Side (near Lake Montebello ). Below is a summary of my position:

  1. 1-performed $900 due diligence including: general+rental inspections (3 reports), plumbing inspection, and HVAC inspection
  2. 2-property needs 25-30K in repairs (estimates from 3 GCs)
    1. 5,600 appliances
    2. 5,000 flooring
    3. 3,100 Basement
    4. 3,500 Paint
    5. 1,500 HVAC Furnace
    6. 750 Hot Water Heater for one unit
    7. 4,350 Electric: GFI's
    8. 23,800 Total         
  3. 3-36K(25% down payment and closing costs). 
  4. 4-Total acquisition cost: 61-66K
  5. 5-Expected revenue: 1700-1900. 450-650 net cash flow
  6. 6-Great class B neighborhood 

I had a financial partnership that fell through because of COVID-19 recession fears. Do you think I am passing a great opportunity in these weird times? Should I wait at least a year to see where the market ends up? Should I FHA leverage it with lower returns (15-20K total aquistion costs_repairs wrapped into loan and higher ROI) but with partner not board with moving into a deplex. Any advice is apperciated!
