It should be a landlord-tenant issue if they were renters.If the dog is abandoned or neglected, I'd call animal control and leave a note .Not legal advice just what I'd do here.

i won a case with a previous tenant who left suddenly without notice; got two months worth of rent as my judgment.Knowing that getting a judgment and seeing the money are two very different animals, I wrote the defendent and told her that her options were to pay what she owed all at once, in two equal payments or in four equal payments but I'd be letting the judge "know" through letters whether she was following the judges "orders" regarding this judgement.It worked, although it took six months for her to pay the entire judgment.
