If they price the loan based on the assumption of a 3% discount, and now circumstances change, the discount rate charged is for the loan 5%, from another loan buyer, either they eat the extra costs, not do the loan, or reprice it.For instance, once I wasn't sure if I was going to live in a rental I was buying, asked the bank whether it's going to be a OO loan or a NOO loan.

The tenants will pay the higher cost because it’s too much of a haste for them to move their stuff out and easier to just keep it there and pay the extra rent amount.

(Truth in Lending Act)  I would think you are, the correct answer to the first point leads to the creditor definition.A "creditor" under TILA is an entity or person who extends consumer credit with a finance charge more than once in a 12 month period, which you likely do.

If a tenant were to upsize the fuses, it is a major fire hazard because the wires can not handle the extra amps and now the fuse will not protect the wires anymore.
