Out of the LOC $45k would pay off the 2 existing mortgages, $2.6k would be used for LOC closing costs, leaving me with $92.4k available on the LOC.

If you have the money available, maybe you should offer a large EMD when you do make an offer through her--that might get your offer more attention.If there are only two REO listing agents in your town that could be a positive for you--you can develop a rapport with both and come to understand how they like to do business, maybe they will give out the codes once they trust you.

Can someone link to soemthing showing mthly/qtrly trends (by market) in the subcomponents of the "overhang" (loans 90 days past due, NOD/pre-foreclosure stage, REO, maybe even loan mods/workouts if that's available).

Honeywell makes the best thermostats in my opinion and I believe somewhere around their 5000 series and up that feature is availible, but I like where your mind is at and it sounds like a viable option to me if you don't want to spend the money on the heat pump.
