However, you can use www.gosection8.com to ensure your rent is considered reasonable for the area of the property.I think it's generally a safe assumption that folks living in public housing are not taking care of it the way they would their own place.  

I'll say my gut would lead me to guess one of two things:-Its a very depressed area and this is a tax credit complex (or similar subsidy) where the rents are fixed at a % of Area Median Income (AMI) rather than open market rents-Its such a crappy area that you're only able to attract the lowest of the low income folks: not anyone with a voucher, but the folks on straight SSI (no SSDI) for a reasonable proportion of their income. 

Otherwise, folks would just do one report and just keep editing it for different properties, cheating the system.

I'm impressed with the tax answers he gives here on BP and he's set up his tax practice to help folks all across the globe.

For example some folks are all about cash flow but then when they start seeing where cash flow is they start to reconsider that.
