Me sending a friendly text to the guest reminding them of our quiet hours seems the least offensive of the available options.I appreciate everyone's input. 

Remind them you have no history with them, and simply must proceed with business as usual, and without delays based on a promise.

Gas water heaters should be clearly obvious for Tenants to leave ample clear space, but we do remind them of this also.
