@Woytek Niemiec I have found rather than the FOIA, I am much more successful when I go in person and plan on spending the day bouncing around till I find the right person and kindly and nicely talk to them, sometimes have a video of some of our before and after on my phone show them what we do, and have references from other city employees or neighboring towns (letters of appreciation from Neighborhood code works wonders).

I've seen the city put up bids on modernization bids, however the problem when working with LA City is that they have too many old hags behind the computer and older employees doesn't want the upgrade because it is a new learning curve.
