Contractors, if a scope requests a permit, in this case for a panel upgrade ....in your opinion, is the project considered complete when the actual work is done for the panel upgrade or when it has passed final inspection?

Remove all of the wood paneling (its nailed on) and repair plaster walls if needed, then paintI removed on panel to see what was underneath and it dosen't look too bad here anyway2.

Legal 4 flats will likely be well above $500k, but if you find a 2-3 flat that needs a little bit of work you can keep budget well below $400k.Just helped a house hack client find a 2 flat + non conforming basement unit in Portage Park ($300k) where he will live for free after about $10-20k in repairs.
