When this property was built it was just a duplex but they converted one of the units into two which are now stacked and the foundation was not meant for all the weight so the slab is sinking into the ground.

The ground is hard packed clay so putting in the two electric meter poles is going to be a pain without it since they have to go down 4-5 feet.

Grounds AND neutrals must be kept separate for ANY sub-panel; this sub-panel only has 3 wires feeding in, so ground and neutral are not separate.
